Resumo: A política pública pode ser entendida como um direcionamento de ações adotado por autoridades ou agentes públicos visando a execução de certas finalidades. Dentre as políticas públicas estão as políticas sociais, que se referem à implementação de ações voltadas para a redistribuição dos benefícios sociais, visando a diminuição das desigualdades produzidas pelo desenvolvimento socioeconômico. A promoção dos direitos sociais, buscando a superação das desigualdades, é cada vez mais direcionada aos órgãos municipais através do processo de municipalização, transferindo para esses a responsabilidade pelo planejamento, implantação e avaliação de políticas sociais em seu território. À vista disso, este trabalho buscou analisar o esporte e o lazer como alvo de políticas públicas no município de Ouro Preto, sob o foco das relações dinâmicas intersetoriais. O estudo em destaque é parte do projeto de extensão “Projeto ELO – Esporte e Lazer Ouro-Pretano”, que objetiva implementar projeto de cooperação técnica no campo das políticas públicas de esporte e lazer. Para alcançar o objetivo proposto, utilizou-se de instrumento de entrevista para o levantamento de dados empíricos, tendo como interlocutores gestores das Secretarias Municipais de Esporte e Lazer, Educação, Cultura e Patrimônio, Turismo, Desenvolvimento Social, Saúde, Meio Ambiente e Obras. A análise dos dados se deu por meio da técnica de Análise de Conteúdo, permitindo a ordenação e organização dos dados e sua interpretação. Os dados coletados admitiram que três categorias de análises fossem traçadas. A primeira destacando de forma geral os indícios ou nuances do trabalho em rede ou intersetorial já desenvolvido no município. Neste ponto, foram sublinhados alguns projetos que desenvolvem esse tipo de trabalho, contudo, de forma ainda tímida e descoordenada. Na segunda categoria traçada, apresentam-se os desafios relatados pelos entrevistados, que ressaltam os entraves políticos e a falta de um planejamento orientado. No terceiro eixo de análise, compartilham-se oportunidades de trabalho em rede - apontadas pelos próprios entrevistados – que podem ser alvo de esforços institucionais futuros. Conclui-se que as ações públicas que focalizam o lazer e o esporte em Ouro Preto, ocorrem de forma pontual e desarticulada de uma política municipal sistematizada. Por esse motivo, a interlocução entre os setores da administração pública é dificultada e, no contexto analisado, não se faz presente de forma perene, o que se agudiza na medida que as análises deslocam do Centro Histórico para os Distritos. Todavia, foram encontrados indícios e possibilidades de efetivação do trabalho intersetorial em ações já existentes, cabendo ao poder executivo capitanear e organizar o trabalho institucional.
Resumo em outra língua: Public policy can be understood as a direction of actions adopted by public authorities or agents aiming at the execution of certain purposes. Among the public policies are social policies, which refer to the implementation of actions aimed at the redistribution of social benefits, aiming at reducing the inequalities produced by socioeconomic development. The promotion of social rights, seeking to overcome inequalities, is increasingly directed to municipal agencies through the process of municipalization, transferring to them the responsibility for planning, implementation and evaluation of social policies in their territory. In view of this, this work sought to analyze sport and leisure as a target of public policies in the municipality of Ouro Preto, under the focus of dynamic intersectoral relations. The highlighted study is part of the extension project "Projeto ELO – Esporte e Lazer Ouro-Pretano", which aims to implement technical cooperation project in the field of public policies of sport and leisure. To achieve the proposed objective, an interview instrument was used for the collection of empirical data, having as interlocutors managers of the Municipal Departments of Sport and Leisure, Education, Culture and Heritage, Tourism, Social Service, Health, Environment and Works. Data analysis was based on the Content Analysis technique, allowing the ordering and organization of the data and its interpretation. The collected data admitted that three categories of analyses were traced. The first highlighting in general the indications or nuances of networking or intersectoral work already developed in the municipality. At this point, some projects that develop this type of work have been highlighted, however, in a still timid and uncoordinated way. In the second category outlined, the challenges reported by the interviewees are presented, which highlight the political obstacles and the lack of guided planning. In the third axis of analysis, networking opportunities are shared - pointed out by the interviewees themselves - which may be the target of future institutional efforts. It is concluded that public actions that focus on leisure and sport in Ouro Preto occur in a punctual and disjointed way of a systematized municipal policy. For this reason, the dialogue between the sectors of public administration is difficult and, in the context analyzed, it is not present in a perennial way, which is sharpened as the analyses move from the Historic Center to the Districts. However, evidence and possibilities of intersectoral work were found in existing actions, and it was up to the executive power to head and organize the institutional work.
